I saw a 1000W - E39 Base - ET25 - 24,000 hrs. - 130,000 Lumens HPS light for sale for only 24 bucks. I dont know anything about HPS lights but for 24 bucks does this mean i could order this bulb, screw it into a regular light socket, and grow several plants with it?

You need a Ballast to run the HPS and yes, you could defo grow more than several plants with that

How much would a ballast for a 250W/1000W HPS tend to cost?

The lower wattage usually = lower price but have a look on Ebay or something. They vary in price depending on make and model.
