HTG SUPPLY 400w HPS two Questions please :)

ok so my cousin just bought and recieved a 400w hps light, from HTG supply and he has two questions,
1. On the big ass ballast, he's paranoid, can he get electrocuted from the black part (brick)?

2. Why i there no on/off switch on the light nor the ballast, does he just plug it in?
or plug it into his timer before the light turns on?

yes plug in a timer and no you wont get shocked

ballests won't shock you, my timer has two options, on means its on as long as it's plugged in, timer setting means you need to set when you want it on and off.
