Humidity/ temp problems. HELP!

ok.... so i recently started an indoor grow under a 250watt metal halide. The ladies are currently 1 week old, and are healthy. the box i am using is 2 x 2 x 4. i used to have the box upstairs and had no problems at all (a little too hot). i just recently moved the box downstairs to go more stealth, the cold basement has presented a whole new problem....
2nd Floor
lights on- temp-77-82 Humidity 25-35
Lights off- temp- 73-75 Humidity 35-45
Basement
Lights on- temp 70-75 humidity 40-45
lights off- temp 66-68 :!: humidity 55-68 :!:

My question is: HOW THE F@#$ CAN I FIX THIS (as cheap as possible)
Additional info: stanley blower fan is exhaust, plenty of fans inside. One solution would be to move it back, however it MUST stay in the basement.

nothing to fix there, would be nice to see humidity down abit but nothing major to worry about there
if possible run a dehumidifier and keep fans on constantly to prevent mold and mildew.
other than that al is well.

thanks for the help guys. i have read that it is best to keep the humidity below 50, but i will continue on and deal with the problems as they come.
