13 inch by 9 inch?? that is very small but if that is it then yeah you could use that for one plant but the more the better. More lights=more buds. I guess for such a small space it would be ok.

And isn't the average growing height of the lowryder #2 x ak47 about 18 inches tall?
With the 2 lights in that cramped space, and considering that to fit the plant in there you would have to lst or scrogg it, that would severely reduce the airflow and most likely overheat your plant.
If that is the case, i would suggest finding something slightly larger to glow the plant in.

Keep in mind it is Lowryder #2 x AK47 so it will stay short.

Yes you can but try to maximize the lights as best as possible ie. mylar,horiontal bulbs, you get the idea but as for your question yes you can grow succesfully with those.
