I am TOTALY stumped! Red stem-droopage (pics)

Hello again. I have done some research on this red stem issue. Although I cannot find a proper answer.

These guys are about a little less than a month old, for the first 3 and a half weeks, i had them in my bedroom doing 24-7 lighting under a 15 watt floro!
I ended up getting better lighting, 2x 48w cfl and 38 watt cool white floro, and a 38w floro red in color and moved it all downstairs.

I went down there a couple days ago, noticed some droopage and red fan leaf stems. (wtf is that?!) I did some research but came up with nothing really useful..
I was able to bum some plant food from a friend last night, He is VERY hard to understand at times. it is 2 different kinds of liquid plant food, one green, one red.
I haven't used plant food up untill now...

I decided to add 2 drops from each food into my water container last night. ( I use room temp boiled water ) Haven't noticed any difference today aside from usual growth. So I took a few pics. as you can see.

Im not asking you to grow this for me, I am asking if you have had similar problems and what the outcome was?

(I have moved everything back upstairs today)

look to be over watering. also those things are tiny for a month need more light. how close are you keeping the lights you have now?
 
They might be, thats somthing to take into consideration..... yeah I figured they were tiny, and im pretty sure I have to lower them. My setup is pretty hard to set up because my slanted ceiling.
When they were downstairs they were pretty close and enclosed in extra shiney tin foil. As for the root zone ph, NOT SURE. It was mystery soil from my grandma who is crazy about plants. (not weed tho) I did get plant food and only added a few drops yestrday

Careful not to overwater. They don't look too bad. I'd ditch the aluminum foil and get some mylar. Good Luck!
