THIS. They have been reported probably 25 times by me, and thousands of times by others. They are not operating a legal operation. No one cares, and nothing will be done about it. It's damn near impossible to extract any information from them at all. Any information they give leads to a dead end. It's not even like they have a fake company front that they try to pass off as real, they just refuse to tell you anything. Most of the time if you ask they will either deflect the question and not answer, or simply hang up (contrary to what has been said in this thread they can, and do, hang up on you if they think you are on to their scam in anyway). Sometimes they just cuss me out if I have the audacity to ask such questions as "whom am I speaking to?" or "what company are you with?" or "do you have a website, or a phone number I can ring you back at?". If there was a button I could push that would kill the operator on the other end I would do it in a heartbeat and be glad about it. Scum.

Back in the day of Ma Bell and the original phone freak John Draper, you could lock the line down on them. There was a toy whistle in Captain Crunch that emitted exactly 2600 hertz. (1971) Once this was found you could reproduce by recording and playing on the line and the other party was incapable of hanging up.

i just hang up right on them.. as soon as they say this is jane doe from ... click.. game over.. they never call right back either..

I am always so pissed I hit 1 and cuss them out. I now save their number every time they call under the name "scum bags". These are the numbers they call from.
