Hey guys I started a growing outdoors a blackberry kush 4 weeks ago but it is not growing I dont know what is wrong it has had sunlight for the past 2 weeks

So really how big do you expect a 2 week old outdoor plant in the ground to be?
And where are you that you have enough hours of light to put plants out?

But there is sun light from 10 to 6

Thats a pretty short day for a little plant. If its in a pot you should bring it inside and give it another 8 or 10 hrs of light
