It's just the husk. It will drop off on its own. If it's stubborn you can GENTLY help it but I'd leave it alone for several days first as you could damage the sprout in the process. There will be two "cotillion" leaves that unfurl that are plain oval shape under the husk
. The next set of leaves will look like cannabis. The hardest thing to do for a newbie is just leave it alone. As long as it's kept moist and you give it progressively more light just leave it be. Just plain PH'd water for the first few weeks. Its got its own food for now.

Wow... just wow...

This has nothing to do with grow room designs. This is more of a plant problem.

You'd probably get better replies in the proper forum.

That's just the seedling's cotyleon leaves breaking open the seed hull...it will shed the seed hull and open up it's first set of leaves, or cotyleons, which will in turn help produce the energy for the plant's first set of true leaves. Totally normal, you're good. That is if I'm understanding correctly, the picture was so blurry that it wasn't a lot of help.

Real funny
I’m still trying to understand what you’re describing, and the picture isn’t helping. So... a seed sprouted... a seed shell got caught on a cotyledon (seed leaf).. and the one leaf now appears damaged?

If this is one of your first grows, just take a step back and be patient. In a couple days you will know if the plant will pull through. Your medium looks like it may need aeration... is there any perlite in it?

This forum is excellent, but only if you provide the right details for people to offer you help with. More detailed photos, less blurry, are a big help. An idea of some of your growing factors also. Outdoors?
