In my experience different strains have different rooting times. I have had some show as early as 7 days and some take as many as 25 days. Can you post any pictures of them to see what condition they are in?
Most of the time if the stem has little bumps (root callouses) or looks like it has gotten bigger around then that clone should show roots at some point.
If the stem is the same size or smaller than it was when you cut it, especially if it looks really small or weak right where it enters the medium, then those usually die.
I don't think the rooting hormone will help anything if you reapply it now, but I could be wrong. I have tried it in the past and it never worked for me. I would take some more cuttings now just in case those don't make it. I always like to take more cuttings than I'm going to really use in case some don't root.
