Intake and exhaust - ventilation.

From what I've heard, passive intake should be 2 times the diameter of exhaust fan for the air to flow freely.
Not sure if it's the fact, but..

What if I don't want to make such big hole for the intake and I want to install an intake fan instead? Does it have to be as powerful as exhaust fan? If intake fan would be running 2 times slower/weaker than exhaust fan, is it going to block the airflow or is it going to blow faster thanks to exhaust fan running?
