I will be flowering 2 plants under a 400w cooltube in a 32"x32"x63" tent
will a 440 be overkill?
even if coupled with a speed control???
I was thinking of a 190cfm but dont know if it will be enough...
i guess with odor control bigger is better,right...

It is def oversized....you have roughly a 45 cubic foot area. If you were to exchange the air 3 times a minute your area it would be 45/3 so technically even a 190CFM would be overkill. However when you factor in filter, lights, ducting and air resistance, etc. then your back in the range for your area with a 190 CFM fan. I ran a 4" 180 CFM fan with air cooled hood in my closet 2x4x8 (64 cubic foot area). Saying all that, going bigger isn't an issue. Speed controller running that at half power should run less loud than the smaller fan ramped up. Bigger is not always better, there can be too much air exchange going on. Go with the bigger fan as if you upgrade your light or go to a bigger area you are covered.

So dont get the 440 and speed control?
I was thinking of running the filter_inline_cooltube_ducting-->
with ducting going out if room

Bigger is better in this situation, but as rwbrock said ensure you have a speed controller because they can be quite loud depending on manufacturer. Not to mention your fan motor will last longer not having to work as hard as the smaller fan wound to max rpm
