I've had this happen before....whenever it happens to me is when the soil has gone through a bunch of wet/dry cycles and becomes more aged and compacted.
I've noticed that fresh out of the bag soil is really, really fluffy and drains real nicely then after many waterings it just kind of sits there and roams around the soil and down the sides of the pot
.
What i do to get around this is to water the top soil until the water is absorbed then the soil seems to aborb your water better without "spreading". When i dont do this i find that a lot of the water just runs over the top soil and down the space between soil and pot, making it "appear" like you've watered adequately when you haven't at all....
this is just what i've noticed, that's all boy...hope it helps
