definitely able to flower but you should do something with that stem. put soil higher up on it if possible
Be careful doing this after the stems begin to harden. Don't leave the soil too damp, if you do this around a hardened stem you have a huge chance of the stem rotting and the whole thing dying. I would leave the space until later, it gives a good area for ventilation. If you do decide to add more soil, I would wait a while into 12/12 (maybe 2 weeks) and then top dress (only an inch or so at a time) just make sure you don't leave the soil drenched (it can be moist, just not drenched) this should give a good flux of nutes just when the plant is going to start needing them.
 
you dont need to transplant it, and i wouldnt recommend adding soil because of the risk of root rot.

a rule to keep in thumb is that once you induce the 12/12 light cycle the plant will at least double in size, and with some strains triple in size. make sure you take this into consideration when approaching light and space concerns.

how much room do you have? the plant will double to triple in size so that needs to be taken into account when to decide. it looks to me like you can flower at will at this point. however i personally wait till around 1/3 of my area is filled up. what size pot is that? I would not have any worries about adding soil to the top and/or transplanting. I dont ever have any problems.

Drop that bitch deeper in soil, after a couple weeks the buried stem will sprout roots and further help your cause
