what you have there is a 600w to 900w blue and red cob light
stop using clear tubs/clear pots
about 500mm to 1m is normally good for bloom with them....... veg depends how hot your root zone is getting like 1m to 3m from the plants should be fine
for veg you wanna worry more about airflow and eliminating hot spots
for bloom then you wanna get the par up and be like 22c up to 30c (38c,max) at the canopy, root zone likes to be 12 to 21c.... bit warmer when they are seedlings
