Marijuana is whats called a "Short day" plant, meaning it flowers when the night is longer than the day, hence the avg 12/12 flower times.

- Plants grow toward sunlight because the red light from the sun converts the chromoprotein into the active form (Pfr), which triggers plant growth; plants in shade slow growth because the inactive form (Pr) is produced.
- If seeds sense light using the phytochrome system, they will germinate.

Those Pf levels need to be high enough to show signs of it's sex, so, it's not that the plant is too young, per say, but that it has not been subjected to the proper conditions to show sex yet. Sometimes, if a plant is large enough, it will cast enough shade on itself to have those Pf levels higher in some places to display sex without having to adjust flower times.
