Ok Matt, I will give you the straight answer.
NO!! you should not use that light. It will put out way to much heat for to little light.
I have a grow going right now, that just hit flower stage. I used (6) cfl's and a t-5 flour light. Three of my cfls were 26 watts USED, and 3 were 43 watts USED... My plants are very big and bushy. But the 43 watt plants got a much bigger then the plants with the 26 watters.
Put that light away, Go to lowes, or homedepot and buy 43 watt softwhite CFLS!!!!! Get the Clamps and the reflector also. they use very little elect, and are cheap to buy. I have money to by a MH light for vegg stage, but why? dollar for dollar CFL is better.
Here are a couple of pics. These pictures are 19 days old in these picts. I am at day 24 now, and I was forced to turn my plants to flowering today. I vegged in nothing but CFL. my plants are now 14"-17" tall in 24 days.
These plants are just weeds, give them just a little of what they want and they will grow like mad. But the light you have makes a ton of heat for very little light. Go Buy the CFLs.
Also, you have an outlet that can handle 150- watts, this is 150 watts used. so if you could connect 3 of the 43 watters I am talking about, that is only 129 watts. 43X3=129.. not 125X3= 425
