Is this hard water?

the ph has nothing to do with the hardness. i think that 300ppms is what is considered to be hard water. the metals and minerals in the water is what makes it hard.

Hard enough to leave spots on your dishes and calcium buildup in the shower but should be fine for plants. I think you should check your ph meter, never seen tap water ph that high with ppm's that low.

Check your equipment needs calibration, use the colour drops, cheap and accurate.anything over 300ppm,0.6 ec is considered hard water. The water where i live is1.4ec.

pH does NOT determine hardness or softness of water, PPM/TDS does. Mine is 50-100ppm out of the tap and 8-10pH on any given day. It's not unusual for city water to have high pH. That's what pH down is for. Depends on your water and what the city does to it at different times. Anyway, 120ppm is perfectly fine that's what I use and no need for hard water nutes or RO system. IMO it's not such a bad thing because tap water with ppm ~100 tends to carry adequate cal/mag for the plants so you don't need to buy any. Just make sure you put an airstone in your tap water and let it bubble for 24hrs to let the chlorine evaporate. Then add nutes and ph down and you're good to go
