I was running my 600 watt hps at about 8" away it's not hot at all. I can grab my cool tube with my hand and hold it there.

I'm new to hps (was running t5) and I thought that the whole reason for the light distance was the heAt, so I figured if I can keep it cool I can get keep it close to keep tight node spacing. I have been reading and discovering that even if it's cool the rays from the light will bleach the tops. I moved the light up to about 14" now, and hoping that fixes the problem.

So 18" should be ok? I'm just trying to get the most I can with my light
If your going to keep the light as close as possible and only illuminate a couple of square feet, get some t5's. You use a 600 to cover more area, not to burn the fuck out of whatever's under them! It does depend a bit on your hood. I have run water cooled lamps that were cool to the touch that still required 30-36" for the best results.

Raise your light to give you the best coverage over your garden. For a 600 this should be around 24" to cover 3x3- 4x4 space.
