I don't know if you all can tell from these pictures, but let me know. I've already done a res change and lowered the ppm. 
Is this nute burn?

No. Light tips can indicate the nute level is high and they might suffer from nute burn if it stays too high. But as the plant grows it will need more so it doesn't necessarily mean it's "too" high.
They look great, just continue to keep a close eye on them. They would go lighter more first, then yellow-ish, then yellow/brown (=nuteburn)
Edit: Second read shows me you already changed the rez. Unless the ppm level rised significantly overnight that probably wasn't necessary. Next time try diluting it with tap/distilled to lower the ppm a bit. I use demi water as PPM-.

Well I did half of GH's recommended beginning veg mix.(Flora series) and the ppm was 640 I thought I started seeing discoloration a couple days ago and added some water to lower the ppm and every day it went back up. That's why I decided on the res change. Plus it's been a week and I want to maintain weekly res changes. It's now under 400

Fuck I already did a res change yesterday and dropped the ppm. Should I give it another day? She's about to go to sleep in 45min
Edit: ppm currently 370 ph 6.0
top growth seems to have slowed over night but root development is continuing to multiply and they are healthy white

No nute burn IMO; I would ph what's in there to 5.8(every day) and keep an eye on the ppms. I wouldn't change your feed they'll grow into it 
Your girls are def going through some heat stress though at this stage you shouldn't exceed 85 and have a humidity of around 60%.

I'm not above 85, lights are 14" away she's decently rooted and I believe in pH scale of 5.5 - 6.5 vs a single number. Several charts I've seen show a lack of important nutes in each range.

That plant is hungry. In hydro they eat like crazy. Temps need to be 75-78F, RH needs to be 40-60% and ppm >400-700<, EC <.6, Ph 5.8
Check your PPM and Ph everyday. They will eat more water than ferts and your ppm will climb and drop your ph. Just monitor it the res, and keep track of vertical growth. That way you will be able to tell for sure if she is slowing in growth rate. Make sure roots arent slimy.

You should be well under 6.5 ideally.
5.5-5.8 for hydro
5.8-6.2 for coco
6.2-7.0 for soil

She was in 640ppm and I like to keep my ph below 6 is what I aim for daily. Now the ppm is around 380 to 400.was told I was over feeding. Roots are healthy as hell. She's not growing much taller in the past 24hrs.previous was about an inch. Leaf development slowed in the past 24hrs too. I'm starting to think lowering my ppm was dumb and it might have been heat stress

you should keep consistent with the feeding schedule you started. to much variation will just extend the veg longer than it needs. these are resilient plants. I concur with you on that they are heat stressed.
