Is this re-vegging during flowering?

Hey all, I have 4 plants in 5 gallon buckets in a 30inch x 30inch x 6ft tent (very overcrowded for such a small tent). I trained my plants and have set up a scrog net. Here's my problem: on one of my plants there is a lot of new growth (bright green color) on the lower bud sites.
Honestly I'm not even sure what to do about this. Should I leave it, trim it? It looks so far behind the top bud sites in terms of growth. I'm 5 weeks into flowering at this point, which is why I'm so surprised seeing new growth beneath the canopy.

And this is what the top bud sites look like, to be honest I may have burned them with some CFLs that I was attempting to use as supplemental lighting. I got rid of them because it made my tent way too hot.

Are you running LEDs?

Lights are 16-18 inches away depending on which part of the canopy I measure from.

Also I forgot to mention, my tent has two mesh vents near the bottom, during veg stage I had removed the velcro covers for them to increase airflow. I have a small veg space next to my tent where I am vegging some seedlings. I had left the lights on for 20/4 and my flowering tent has been on 12/12, with the mesh vent exposed I believe some light had leaked into my flowering tent and disturbed my sleeping plants. But I covered it back up with the velcro piece so there's not any light leaking into the tent anymore. I fixed this was 3 weeks ago so it's strange that I'm seeing the bottom portion of my plant reverting back to veg stage.
