Is this vegetative pre flowering or full on flower mode

Is this pre flowering or full flowering I'm in Northern California foothills by Sacramento area we have over 15 hours of daylight these are clones I bought from cltvtd genetics I've had them since March in greenhouse with supplemental light i just started seeing these white hairs by the tips but they are still vegging to me it looks like pre flowering but I'm not sure20220709_084958.jpg20220709_092212.jpg

Any chance the area it's in is shaded for part of the day. I had this problem in my yard with one of two little ladies. The same part of Cali as well (Stockton/Modesto area)

Same general area here, and preflowers showing up. Not sure if at this point its worth transplanting into a bigger pot and stressing the plants, or if I'd get enough additional size to make it worthwhile. In 7 gallons right now, if I moved to 10 gallons I'd gain maybe 2 inches in depth and maybe a quarter inch more on the sides.

BTW it's my understanding that even shade for a good part of the day is still enough light to not trigger flowering, it's the length of darkness that matters. But more hours of direct sun can help with bud formation, denseness and size
