Unless its coco I would cut out the cal/mag ppms and replace those ppms with more dynagro 7-9-5 ppms instead,dynagro outside of coco doesnt really need anything else .Honestly I feel like this is a nutrient issue relating to intensity.More nutrients are being utilized for photosynthesis and the fans are being sacrificed.I seriously doubt its rootbound.

If i were you i would up pot that plant and give it more time under those CFLs until it can develop a nice big root mass that can handle all the light you want to throw at it. you dont need all that intensity until flower anyway
