I'm willing to bet Smollett has agreed to pay a hefty sum for tying up the Chicago Police and in return they sealed the records and nobody is saying anything.
That's why Smollett isn't saying he was innocent and vindicated and he's not suing the department.

Yep. He cut a deal. He forfeited his 10,000 dollar bail and will do community service.
"After reviewing all of the facts and circumstances of the case, including Mr. Smollett's volunteer service in the community and agreement to forfeit his bond to the City of Chicago, we believe this outcome is a just disposition and appropriate resolution to this case," the state's attorney's office said in a statement.
He got off cheap.
