I have 2 females in bloom now for a month or so one starting to get frosty the other starting to grow a few more buds way less frosty form same bag of schwagg is it safe to say the one that's taking longer is stronger has a stronger sativa influence or just a slow finisher

None of those? 4 weeks with most minimum flower times being 7+ weeks means that there is no way to tell unless you look at the leaves?
