It just a light filter company, but a very specialised one , its cheaper than buying a new bulb, and im thinking of getting a few to gradually fade from blue to red hue, to mimic the summer and autumn sun using just one full spectrum bulb

A filter can only REMOVE light, not add it. You aren't getting any more of a certain color of light, just less light overall...
