im about to start flowering and this run i want to put something on top of my soil to keep the perlite and dry top-soil from flying around, but I don't want something that's gonna keep my pots from drying out. Any ideas?

You may be watering way to fast if your having issues with perlite falling out or moving around .....meaning your literally floating it out would be the best way to try to explain it

When the top soil gets dry it doesnt take much wind to blow some dust around, more dust on buds is gonna mean more harshness. I like to keep a fan below my canopy to help air flow since my plants are packed in a little closet, but I usually keep it directed so that it's not hitting the dirt, but even just moving a plant or moving the fan around and woops i just blew a bunch of dust every where all over my buds. See what im sayin?

Like others sed lower those fans or simply use less perlite

Some clay balls or river rocks, maybe some reflective materiel, fly screen, etc etc
Good idea , I think i'm gonna use small rocks like aquarium gravel

Edit: Actually I might just use some screen over each pot, rocks might pack the soil down or make it retain water

I use this stuff: http://www.homedepot.com/p/Con-Tact-20-in-x-4-ft-Almond-Premium-Grip-Shelf-Liner-6-Per-Pack-04F-C6O54-06/202499862

It's a spongy rubber used to cushion dishes in storage. I cut it to size, cut from one edge to the center and open up the center with an 'x' cut. Slip around the plant and you will get very little perlite escape.

So far they are tough and long lasting. I'm still using the first ones I tried several years ago.

At Home Depot there are usually smaller quantities, the link above is for a huge roll of the stuff.

I'd be careful, that stuff could break down and get into the soil. Cannabis is known to pull contaminates from its growing medium. I used it to line my sink incase I drop a glass or something. It left black stains and turned mushy and crumbled after a couple months. I was trying to figure out what the material is, but can't find it listed anywhere. Finding something similar in silicone wouldn't be bad.

I think you are being a bit paranoid however plain old window screen works just as well as the dish cushioning material to keep perlite from building up on the surface. You can get window screen in aluminum, brass and plastic so you can pick which contaminates you are partial to. The one problem with window screen is that it can be lifted up when watering a pot. This allows perlite to build up under the screen. This is why I went to the dish cushioning stuff.

I've been using the dish cushioning material for several years and, with the exception of growing a third eye, I've seen no evidence of 'contaminates'.
