it might be legal to BUY INGREDIENTS, but that in NO WAY makes the PRODUCT legal, just the ingredients. Kinda like in my state where if you have seeds just lyin around the cops won't do shit for fear of being sued, but if you just happen to put a little bit of water on them then you're a fucking felon for some reason.
