Lack of water or other issues?

Hi guys, I've been on vacation for the past 3 weeks and just finally checked up on my plants. My first location is doing fine with no real issues but my second crop looks like shit. Its been raining like mad this month so I figured they should be fine while I was away but these guys look half dead. I just want to make sure this is an issue of lack of water and not something else going on.



I don't have any after pictures but I pruned them up pretty good and watered them a fair bit... I'm going to check them again this weekend so hopefully they'll be doing a little better.
