Can bud be produced at nodes where leaves have been partially destroyed by nutrient problems?

Yes I believe so as long as there is still some green on the leaf to get light and energy to make the bud then it will be fine. Is it in veg still? Pics?

Yes. Photosynthate is transported all around the plant. A fan leaf doesn't support its local bud.
