You Forgot GalaxyHydro's off amazon that run for about 140 dollars and as u can see from my avatar work great
Yup, Galaxyhydro makes cheap good lights. I can't bring myself to spend a grand on some of these company's "professional grade" models when I know they're all mass produced in China by the same manufacturers who just stamp a new logo or frame on each new model. I get the cheap LED grow lights on Amazon and they work great for me. Example.

so well say a budget of $100.00/140watts what could one buy? its has to be new, and for sale now.

you can get this set: 600 watt HPS well above the watt range though. this is were I would put my money or something similar.

T5 option, you could get a pair of these, but you would need to change out the bulbs, and you would end up way north of $100. this fits both the watts and price range.

this is 150 watts: 10 more watts, but TBH I really don't know which is a better light at this level. I have never seen, let alone used a 150watt HPS.

the good thing is, you can get them hood and all for about $60 bucks each(homedepot) so if you could stretch your budget and get a pair of these, I think you would be better off for about $120 bucks.

LED option: $100/140 watts: maybe a couple of 1212citi's with a 120 driver, but you still need the $100 heatsinks or finned block to mount them so you would be over the $100bucks.

if anyone can think of a better option for $100/140watt cap post it up.
