LED on Veg?

As you can tell I am a complete newbie at this. I was wondering can you do a veg state with a LED light set up? Also what recommendations would you say for a LED light set up. Only thing I have to be discrete with is my electric bill...I was debating a 600W hps but heard they are a huge electric draining. Any feed back is welcome.

The LED I used was from hydro-grow-led.

dnt know much bout LEDS but i do know a 600w hps will put a noticable lump on the lecky bill.
u can work out the cost of running certain lights on grow room calculaters, if u interested ill put a link up.
