It kinda like what happened here in Canada. First the cops won't give a crap about whether or not you're a "political dissident" as long as you're not an asshole to them right then. Your name isn't in a database or you'd know about it. Just look at the 2 year olds on the no-fly list. Having John Smith the yuppie not getting a job because John Smith the hippie wants to protest? There'd be hell to pay. Second the laws here almost exactly match the laws imposed at the end of alcohol prohibition. 90 years later and they're still relaxing them. The conservatives will realize the sky's not falling just because a bunch of us are smoking joints instead of becoming alcoholics, and they'll relax and try to figure out how to make money off it. Like Boehner.
