If you make that water it's yours, OTHER water could be treated differently. If there is water no person made or "created" then a claim of ownership would be harder to justify. I don't advocate starving the serfs of all the
water that exists in it's natural state.

I dont think it's a bad view, but doesn't (and cant) work in the real world. Libertarians seem like trying to smash some government and anarchy together...the real world results are silly nonsense that leads to bears eating people and the whole host of other shit we make fun of. Fuckin seasteading.
