You can go buy a Ballast, capacitor, ignitor, bulb, hood, socket set, power cord.
All which will cost you $400 plus dollars.
Or you can get a pre assembled system for $250.00
Believe you me I have scoured the internet looking to assemble systems myself for cheaper and it just isnt possible.

build your own cheap i got an advanced ballast 400w off ebay for $35 shipped make own reflector. google ballast kit or ebay. easy

Yes E-Bay is a great source of used Lighting equipment!!! I have gotten $100 1000 watt Ballasts/hood/light combos of there on auction before...
