Lighting Help For Stealth Cabinet

Picked Up A 2x2x3 cabinet was wondering what the best lighting solution would be to use it for veggin m,y babies for my outdoor. but I also plan on keeping three or 4 in and flower them out after words. was thinking of going with 2 foot dual 14w t5 strips for home depot and running them together. I could fit about nine of these in (18bulbs together) Do you think this would be suffiecent enough light for them to veg(about 25) and then too keep four of them in too flower? the box says each light produces 2280 lumens I take this as being both bulbs?(f14t5)<----TYPE OF BULB ON BOX. 3000K. any info would be helpful thx guys

your plan sounds great.....should work perfectly. your not going to get a very high yield when flowering under t5's though.
