Lighting mixture? Distance? Veg and bloom in veg?

Okay I have 2 viparspectras 600 watt leds that have the veg and bloom switch. Should I be running them on just veg? or veg and bloom? for veg? Lighting is way better with both on and they seem great so far with both on!!..What is the exact distance from the plants should they be??. I have 2 400 watt metal hilides and like a 9 bolb t5 as well and i kind of want to mix lighting witch would be the best for mixture?? Out of the 2?? With the leds in veg? And the mixture out of the 2 in flower?. There just under the 2 600 watt leds right now. Please don't comment if it's to tell me stuff I'm not asking about. Thank you.

If it's the black fixture with 4 led panels, it says that it is a 250 watt 'blurple'.
Because the diodes it uses aren't very efficient, you would need approximately 50 watts/ sq ft of canopy.
A pair of those fixtures should flower a 3x3 area and I would run at full power all the time.
I'd try to keep them around 20" above the canopy.
