Eh; maybe... seedling is the best time to play it safe, though... if your light is too high, they just stretch further to reach it, then when you transplant, you can bury the stretchy stem deeper in... no risk of burning out your fragile seedling that way. See:

FWIW - I propagate seedlings with a 4-foot, 4-bulb T5 fluorescent at about 6-inches from the leaves, and they don't get stretchy or burned.

Specific light model may help to get a better answer.
