Lighting

I have done a great deal of research online trying to determine lighting requirements for various stages of growth, and haven't been able to find a truly definitive answer to my questions.

More or less my situation is this: I have three newly sprouted seedlings (Nirvana, WW 5 days since they sprouted), I am currently using two 42w 6500k Cfls for lighting 24/0. I have a 400w MH/HPS system, and I can completely eliminate heat output it produces (my grow room stays at a constant 68-70 degrees F, even while HID system has run for 18+ hours). In my opinion I feel that using the 400w mh would be overkill and a completely unnecessary waste of electricity. Am I wrong in this assumption? would these newborns benefit from the 400w, or is it simply overkill?
On the same note; If the above assumption is true and the 400w is overkill for the time being, when should I introduce it? And until then how many 42w CFLs should be used on each individual plant?

I'm new to growing plants; and mycology being my only field of expertise, where light is not nearly as important (or influential) of a factor to most growth, I am still a bit baffled by the mechanics of achieving 'optimal' lighting. Or even what would be considered 'optimal'. So I am sorry if my questions seem tedious or simplistic, I just have yet to come across any information that has helped me to understand these 'basics'.
Thank you for any time given to respond. Well-informed information is greatly appreciated.

Give them another week or 2 and then dump the halide on them, they will love you for it...

Its never overkill switching up more watts, because more watts = more bud, unless you have experience in growing them with lower wattage
from what i see if done ok, you could get about 5 ounces off the 400watts mate, try vegging for longer if you want more yields.
just like thinn said, let em go for another 2 weeks or so then put on the MH, or u could have the MH but avoid putting it close

Thanks for the info, I'd be pretty ecstatic to harvest more than a qp. so here's hoping. whats your average veg time for a harvest like that?
