Are you talking about to veg or full grow? For that price you can get CFLs to veg for full grow you need to spend more. Even for that you might get one T5 that will help to veg. 3-4 plants on two 4foot T5HOs will veg for you, but you will need a lot more light to flower and 2 T5HO are a lot more than $25. I think you need to increase your budget, and if it is one of those I don't have more than $25 to spend, then don't grow. Save your money and wait a little longer until you have more than $25 to spend on lights, or grow outdoors.

I jus need a really good veg light and i planed on spending alot more when flowering. All my plants still have quite a ways to go befor flowering.

you need around 200 bucks to get a decent light you wont regret in the long run

You can go with CFLs. If you can spare a little more money T5 High Outputs are good. For 4 plants you can get away with 2 four foot lights. That would put you into the $70 -$80 range though. I use the Sunblaster brand and they work amazingly. I use 4 three footers to veg my moms and I have 6 moms under them and they work great. I flower under 8 T5HOs and get results that I am happy with. The T5s will keep you on a good budget, but I know a little more than you were looking to spend. But for the price youreally can't go wrong. I don't bother with CFLs personally but many people use them.
