Limp Stem at tip, concerned?

I'm growing 22 plants under some LED lights. They are from seed. Five different strains, I bought these seeds from a dispensary, they came packaged and sealed. This is approximately week four from putting the seeds in the dirt. I germinated the seeds in some really terrible growing pellets. They suffered a little bit but recovered when I transplanted them into Solo cups with some organic soil that I bought from home Depot. They've been doing pretty well however I noticed some of them occasionally have a limp main stem but just at the tip, like the top one to two inches at most. The rest of the plant is firm and looks good. Is this something I should be concerned about? I used to grow about 10 years ago in a commercial greenhouse and I had never seen a problem like this before. I'm fairly confident that I'm not underwatering them, if anything, I'm over watering them. My setup is brand new and i kind of rushed into it. The LED lights are small and cheap and I don't have pulleys so they're too far away from the plants. The soil wasn't bad, but I've ordered some Happy frog. Disclaimer: It may be the pH. I ordered a pH meter the other day but I haven't gotten it yet. So I've been watering with just filtered water from my fridge tap. What do you all think?

I think you have probably overwatered.
 
you got a limp bizkit
im gona say the issue is your choice of soil and lack of roots/under or overwatering. or both
roots prob are spindly and small not able to uptake enough water before they get drowned again. ph is off whack likley. happy frog is also a poor soil choice imo.
