Litmus Paper

Tested Soil w/Litmus Paper (Peat Moss/Top Soil/Compost) Watered w/compost tea, cooked weeks, the pH of the soil is 7ish. Should I treat w/Lime or leave it. I will still be adding organic ferts and Kelp.

I have grown with this mix before and the plant struggled, until I started using the inorganic ferts, (rather than compost tea). I was surprised the plant was chlorotic rather than just stunted, not sure what the problem may have been.
