It looks fine. Let the soil dry out before the next watering and it'll perk back up.

Looks like it's been over watered. Like what casper9 said let the soil dry out. It's will perk up in a few hours. If after a few hours and there's no difference Maybe it's the heat from your lights. Might want to move it Abit further.

Ocean forest to start seeds in could be strong nute wise I started in foxfarms lightning warrior and transplanted to ocean fotest and she took off in a few days

As others have said, its simply been over watered. You need to let the soil dry completely between waterings

Let the soil dry out some for sure, it may take more than "a few hours" though.

When seedlings start in really damp soil they look like that as their baby leaves open

Looks fine just like everyone above said. Also, as they said above.... "hot" soil... nothing but water for a while.... keep us posted!
