Lower leaves not getting enough light?

Hey there, ive recently noticed that all the top leaves of my plant have grown so big, that they cover the lower leaves and and they start to get droopy, and new leaves develope very slower due to the lack of light. Is there anything I can do about this?

Heres some pics, theyre probably not much help because the small developing leaves look fine, but they havent grown in over a week, while the top of the plant is growing very quickly. Any other comments on how she looks would be much appreciated, Thanks

Oh and im using CFL's for lighting, hahaha i almost forgot, too stoned

CFL's typically have low light density (or output), light spreads thinner as it travels. Your plant looks just fine, the growth is all normal.
