mogul socket will this work?

if i got a mogul socket/w cord could i just screw in a 150hps or lower like say a 70watt hps bulb and just plug it into my surge protector without it needing a ballast?just had an idea so anyone got any input?
 
just an idea alredy got my 250watt hps system just would like to have some low watt hps bulbs hangin down instead of cfl's
 
Picked up a 70watt Hps bulb/ballast-security light for $29+tax(Lowe's). Only had to splice a 3prong plug+cord from some old junk appliance, but a replacement cord is only $8 (or $3 for a plug and $o.25/ft for cord) Pretty cheap imo. And I am using it to suppliment a cfl/floro veg area. Prefect size to just throw in to mix that spectrum up a bit without too much juice or $$$.
