Get one of those Co2 Bike Pumps deals... you'd just have to figure out how to regulate it. Maybe a pressure regulator for an aquarium pump could handle it?

the cheapest and easiest reflective material is flat white paint.

just paint everything with it and you will get even light distribution within your grow area.
