My buddy blew my ballast....

he plugged it into 240v outlet, while it was plugged into the 120v on the ballast. Anyone know what blew and how to fix it?

dont know how to fix it but id make my dumbass buddy find out! or buy me a new fuckin ballast, how baked was he, or she?
