Looks like enough light for maybe 2 of those. Mostly because you need them as close as possible to do anything for your plant. Think cfls have maybe 6 inches of penetration meaning they need to be closer than 6 inches to be any help.
With a very simple understanding of electricity and a few tools you could make your own cfl reflector. 6 23 watt cfls at top a few around the sides for a flowering plant, one flowering plant! CFLs aren't very efficient for growing but they can get you something smokeable
Compacted soil ... No perlite for drainage and NO MORE CLAY POTS.
They hold moisture longer. You could mix up a proper mix and transplant into suitable pots ... All of them.
Keep the smaller ones as window grows or such ... That way you can see how many of 4 are going to make it.
As said light closer 1-3" from leaves max with CFL. Less plants, Id go one and focus all of your light on it. Plants should be darker green looking, lime or light green can mean a few things. I'd introduce very small amounts of calmag into feed water. At the same time Id start with a good 1/4 strength dose of grow nutrient, they can be hungry in poor soil after only a couple weeks.
