When buds begin to grow, they will only be small hairs at first. When the buds swell and some of the smaller sugar leaves grow in short, parts of the bud can look "similar" but definitely not like that. When you have clusters like that it is either a hermie or a male. That looks to be the latter. Sorry bro.

trust me, it's probably not worth it. just plant more seeds next time and expect about 70% to be male... then when they get big enough kill the males and separate all the females into their own bucket/pot.... remember the more soil the bigger the plant.
