TBH, I think you'd be better off if you only can have the one fan for right now, to put it close to the plant directed at the plant.
The circulating air will naturally carry the warmer air up and away from the plant.
Your ventilation idea sounds good.
Intake low and exhaust high.
BTW, if you only have one thermometer, keep it close to canopy height so you know what the plant is feeling near your light, but if you have two or more, then you can keep one somewhere else to get the room temp.
Last update and I'll let this thread die. I took your advice and moved the fan closer to the plant, I also misted the leaves with some ph'd water as they were quite dry. I'm pleased to report that she's perked up nicely
The temperature at the top of the plant is steady between 72-76F so moving the fan seems to have solved the heat issue.

ps. I was so damn happy when I saw the first set of 5 leaves
edit: the curling of the leaf on the right i think is due to one of the cfl's slipping down (I fixed it into place now, won't be happening again) it looks like the leaf started bending to the light. I water moderately and haven't given her any nutes yet so that's all it could be right?
