Soil is dark coloured and the surface gets hot in sun. It's not a big deal for a larger plant with roots down in cool soil, but a tiny seedling might just get cooked maybe?

I agree! Cannabis plants are quite hardy
I was shocked when I saw cannabis sprouts in my lawn in the last week of April
when I thought it was still too cold but these guys are still doing good.

Small, dark containers can heat up quickly in the sun compared to seeds sown directly in the ground. I have definitely lost some fresh sprouts by sticking them in intense sunlight too early.

That's damping of result by fungus mould infection at ground level by the stem if you zoom into your first picture of your seedling.

Looks like damping off (fungus) to me. A good way to prevent it is to avoid wetting the soil right around the seedling. Water from below (dunk the little pots into a tray of water and let it wick upward) or just water slowly AROUND the seedling instead of right at the base of the stalk.

I've had seedlings do this when I used to start them in Ocean Forest. I'd bet your soil is too hot for whatever strain you are trying to grow. Once I started using jiffy pellets I have not had one seedling die like this.
